Understanding Clay County Releases
A release from the Clay County Jail is a physical custody event, but it does not always mean the case or all government control has ended. A person may leave on bond while the charge continues, complete a jail term, receive probation, or depart after a dismissal. Someone may also leave the building in a transfer to the Kansas Department of Corrections, another county, the U.S. Marshals Service, or an immigration custodian. That movement is not a community release.

Clay County Release Paths
The label on a Clay County release record determines the next useful source. “Bond” or release on recognizance means the person is physically out while the case remains open. A transfer row must not be read as “released home.” If the event names a destination, confirm receipt with that custodian. A court order can be entered before jail staff finish processing, so its timestamp may differ from the actual door-out time.
Clay County Release Record Fields
Clay County does not publish a sample release screen. The items below are therefore fields to request, not a claim that every field exists in the Sheriff’s software. Ask for a booking sheet, release or discharge sheet, and custody-event log tied to one named booking. The county has no visible online retention window. Do not assume a name remains available for one, two, or three days. A historical request should identify an approximate date range and ask whether the Sheriff maintains the record in another form.

Under K.S.A. 45-218, a request must be acted on as soon as possible and by the end of the third business day. That action may be production, a denial with reasons, or an explanation of delay and estimated completion. No Sheriff copy-fee schedule was found, so no local amount can be promised.
Clay County Release Record Law
Kansas Open Records Act access is subject to the record and its exceptions. K.S.A. 45-221 permits closure of specified records involving matters such as investigations, privacy, security, or another law. Meanwhile, K.S.A. 22-4705 identifies release from detention or confinement as a reportable criminal-justice event. It supports a focused request, but does not make every internal field an online public record.
Expungement under K.S.A. 21-6614 may restrict later disclosure after a court grants relief. Sealed, expunged, juvenile, and otherwise restricted material may not appear in a portal or response. An empty result is therefore not proof that no booking or release occurred.
Clay Release With Court Control
The 21st Judicial District Court Services office handles probation, bond supervision, work release, house arrest, community service, and reports in Clay and Riley Counties. “Out of jail” can therefore coexist with strict court control. The Sheriff answers when physical custody ended, Court Services addresses its supervision, and the case file contains the order.
A bond release does not erase the pending charge. Work release and house arrest also differ from an ordinary end of custody because a court-approved structure continues outside the jail. Ask which status the order creates, which office supervises it, and whether any later review date appears in the case file. Those details prevent a physical release from being mistaken for final discharge.
Clay Release Supervision Contact
Clay and Riley Counties share the 21st Judicial District, yet one Court Services officer is stationed in Clay County. Michael “Mac” McGuire is listed at 785-632-3645 for local court-supervision questions. That route is more fitting than KASPER for a Clay bond, probation, work-release, or house-arrest matter.
KASPER warns that community-corrections probation information is incomplete for events after April 21, 2021 during a data modernization project. A blank or old state entry should not override a current local order. Match the person and case first, then ask the local office about Court Services supervision. KDOC parole is different and belongs with KASPER and the regional parole office.
Find Clay County Released Inmates
Begin with the custodian rather than a broad name search. The Clay Sheriff site has no official roster or recent-release feed, so a missing name cannot establish release. Identity must also be matched with a middle name, alias, birth information, case number, booking number, KDOC number, or federal register number where available.
- For a Clay jail case, call the jail and request the release or transfer event for the named date range.
- Check Kansas VINE for a custody change reported by the correct agency, then obtain the Sheriff record for durable proof.

Those limits matter because a KDOC discharge can corroborate the end of state supervision, while a parole or postrelease status means the person is out of prison but still supervised.
Clay Release Orders and Timing
The Kansas District Court records system offers a public portal, courthouse terminals, and request channels. For a Clay release, look for the bond order, journal entry, dismissal, sentence, probation order, jail-credit calculation, revocation, or discharge. A docket line is useful, but the filed order is better evidence of its terms.
The clerk is at 712 5th Street, Suite 204, Clay Center, and can address public court documents. The court is not the custodian of the jail’s minute-by-minute exit record. When times differ, the order may show legal authority while the Sheriff event shows when processing finished.

Clay Release Alerts and Federal Status
Kansas VINELink can search a specific person and register notifications when the reporting facility participates. Match the reporting agency and identity before relying on a result. “Released” supports a reported custody change; “transferred” does not establish community release. The Sheriff record and court order remain the stronger pair when time, type, and authority matter.
Federal systems cover different people. The BOP Inmate Locator may show a federal prisoner as released or not in BOP custody, but it does not search the Clay jail or KDOC. The screenshot below shows the federal-only locator route.
A pretrial federal detainee may remain under U.S. Marshals authority in a contract jail. ICE’s current-detention locator is separate, and disappearance from it is not affirmative proof of release.
Getting Home After Clay Release
Clay County has demand-response public transportation, not a documented jail-release shuttle. Kansas Rides lists Clay County Task Force General Public Transportation at 803 5th Street and 785-632-2447. Listed service runs Monday through Friday from 8 a.m. to 4 p.m., with fares of $1.50 per stop or $3 round trip.
The listed transit service should be contacted ahead. The Sheriff publishes no release times, exit door, or pickup protocol, and processing may occur outside transit hours. The county transportation page below should be read as general service information, not a promise of pickup at the jail.

Clay Release or County Transfer
Clay County sometimes acts as a holding county for another jurisdiction. Official January 5, 2026 commission minutes document an arrangement to house three female Cloud County prisoners during a temporary Cloud County jail closure, at a contracted rate of $40 per day. For such a person, departure from Clay’s building could mean return to Cloud County or another transfer, not release under a Clay court order.
Ask three separate questions: which agency physically held the person, which county owns the case, and which court controlled release. The Clay jail can state the destination recorded for its custody event. The originating county and court must then confirm legal status.

Is an absent name proof of release? No. It may reflect spelling, lag, transfer, another jurisdiction, restricted access, or a system that never covered the person. Treat a negative result as a routing signal.
When two sources conflict, note the date and exact event label from each one. A court order can precede jail processing, KASPER updates on working days, and VINE may report a transfer that a reader first mistakes for release. A maximum or expiration date may describe the end of legal supervision rather than the earlier day a person left confinement. Naming each event and its custodian often resolves the apparent conflict.
Clay County Release Facility
The bounded facility review found one adult detention facility physically located in Clay County. The Clay County Jail / Clay County Law Enforcement Center holds local and some out-of-county prisoners. Community releases may follow bond, dismissal, time served, or a court disposition. Transfers to KDOC, another county, federal custody, or immigration custody require confirmation from the receiving agency.
No KDOC prison, BOP institution, ICE detention center, or separate municipal adult jail was mapped inside Clay County. A Clay resident sent to state prison may be housed anywhere in Kansas, so KASPER rather than county of conviction identifies the state placement.
The Sheriff’s official jail-visitation material confirms that the Law Enforcement Center can hold local and out-of-county prisoners. Its visiting schedule is not a release schedule.
