Clay County VINE Coverage
Kansas VINE is the state's custody-status notification service for adults held in Kansas county jail facilities. The Kansas Attorney General links the system and provides a statewide telephone route at 1-866-574-8463. Web, phone, and app access may be available at any time, but the information still comes from participating justice agencies. Read the named facility and the last update on the actual record.
The live VINELink interface says it receives data from participating state and local facilities and may include people who are in custody or recently released. It also warns that not every county participates. Research did not independently establish a universal Clay County feed agreement. A Clay County result is therefore useful when the record itself names Clay County or the appropriate reporting facility. A blank result must go back to the Clay County Sheriff's Office rather than being treated as release proof.
VINE is not one system for every custody type. It can support a Clay County jail custody-change check. A Kansas state prisoner is better checked through KDOC's KASPER record, even if the live VINE system happens to display a participating state record. Federal Bureau of Prisons custody belongs in the BOP locator, and immigration detention belongs in ICE ODLS. Neither federal source is covered by a Kansas county-jail VINE alert.
Search Clay County VINELink Records
Search only for the specific person of interest. Gather a full legal name, middle name or initial, age or birth date, booking identifier, or other known number before starting. Common names can produce several candidates. Never merge records based only on matching names, and do not assume the first result is the Clay County case.

- Compare the returned identity facts and reporting location. The record should fit the known person and custody agency.

A “released” result means the reporting jail sent a release-type custody change. It does not reveal every bond term, sentence fact, or release destination. A “transfer” result means the person may remain held by another county, KDOC, a federal authority, or another agency. Confirm the receiving custodian before describing the person as free from custody.
Register Clay County Release Alerts
A notification is separate from merely viewing or watching a record. Registration must be completed on the correctly matched person's entry. Available event types and delivery channels depend on what the live Kansas interface and reporting facility offer. Do not assume that every county provides the same events.
- Select the correct person and choose the notification or registration option.
- Select an offered delivery method, such as telephone, email, text, or an in-app notice.
- Enter the destination with care and complete each confirmation prompt shown on screen.
- For a telephone alert, choose the required four-digit PIN. When VINE calls, listen and enter the PIN followed by the pound key to confirm receipt.
- Save the registration confirmation, keep the PIN private, and update contact information if it changes.
The Kansas Attorney General guide explains the telephone PIN process. Choose a PIN that is not easy to guess and do not publish it. Email, text, and app registration should follow the confirmation presented by the current interface; those channels should not be described as using the same process unless the screen says so.
A text registration generally produces one message for a reported status change. A telephone call may repeat until confirmed under the registration's current rules. If a critical notice appears late or fails to arrive, contact the Clay County Jail directly. The source facility controls the custody facts, while VINE delivers data received from the agency.
Verify Clay County Release Alerts
Clay County does not publish an official online roster, recent-release feed, or historical release archive on the Sheriff pages found in the research. VINE is therefore a useful quick check, but it cannot recreate a missing 24-hour or 72-hour jail ledger. It also provides no universal retention period for a recently released result.

Ask whether the person is currently held and whether staff can identify a release or transfer. For a formal answer, request the booking and release or custody-event record, including the date and time out, release type or destination, and receiving agency when a transfer occurred.
The Kansas District Court Public Access Portal and Clay County District Court can supply the legal context. A bond order, dismissal, sentence, probation order, revocation, or discharge may explain why custody changed. Yet a court order and physical processing can happen at different times. The Sheriff's custody event is the better record of when the person actually left the building.

Clay County Custody System Differences
A county-jail case starts with the Sheriff. Use VINELink as a supplemental check when the returned record identifies the right agency. If no match appears, test a careful spelling variation, then call the jail. A person may be newly booked, recently released, transferred, entered differently, or outside the participating data.
A KDOC case starts at KASPER. Its public search can show current status, reported location, sentence or case data, supervision information, and the confirmed “Earliest Possible Release Date” label when present. A parole, postrelease, or conditional-release status can mean the person left prison while KDOC supervision continues. A discharged status is stronger evidence that the state supervision term ended. KASPER updates each working day and is not the Clay County jail release ledger.
A federal case does not belong in Kansas VINE. The BOP locator may display a released status or release date for a federal prisoner. “Not in BOP custody” is broader and may involve another agency. A pretrial federal detainee may remain under U.S. Marshals authority in a contract jail without a sentenced BOP record. ICE ODLS is mainly a current immigration-detention locator, and disappearance from it is not affirmative proof of release.
Negative Clay County VINE Results
A negative result is a cue to change channels. First verify the state selection, spelling, alias, and identifying number. Then contact the Clay County Sheriff because participation, processing delay, and source data can affect the result. If facts point to KDOC, search KASPER by KDOC number or name and compare identifiers. If the person was transferred, contact the receiving agency.
The KBI Offender Registration Search is not a substitute. It covers only people who have a Kansas registration duty for specified offenses. A registry entry may show post-release registration information, but it does not give the reason or date for a Clay County jail release. Absence from that registry likewise says nothing about custody for the public at large.
When a VINELink record appears wrong, report the source-data issue to the reporting facility. VINE receives agency data and does not decide the underlying custody event. Identify the person and disputed event with enough detail to locate the record, but avoid sending unneeded sensitive information through a general channel.
